Advice received from ACMA as follows:
The Radiocommunications Licence Conditions (Amateur Licence) Omnibus Amendment Instrument 2020 (No.1) (Amendment Instrument) was made by the ACMA on 23 April 2020. The changes introduced by the Amendment Instrument commenced on 29 April 2020. The Amendment Instrument is available on the Federal Register here.
Please note that it may take up to four weeks before these changes are reflected in the Radiocommunications Licence Conditions (Amateur Licence) Determination 2015 and the Radiocommunications (Overseas Amateurs Visiting Australia) Class Licence 2015 on the Federal Register.
